Questions while starting a Monthly Giving Program

Hello,

We are new to Altru and would like to start a monthly giving program, 3 choices actually, where supporters can make a difference by choosing an amount to give monthly that will provide food/enrichment for one of our live birds of prey or mammals or choosing to support something along our conservation or education divisions. I cannot figure out if this should go in membership or fundraising. I created an option in both. Fundraising with recurring donations went well, but when I add it to the website it allows people to make a donation to a specific designation in our hierarchy, we do not want this to happen.

With the membership, I cannot get it to the point I can approve it to the website to create a webform for it. We already have a membership program (families and individuals), so I'm not sure why it won't do this right now.
