Scholarship distribution problems

I am working in Academic Works and have over 2,000 scholarship applications. I want to have each one reviewed by 3 reviewers. I started with 40 reviewers and did automatic distribution. The scholarship review time has run out but not applications were reviewed at all/or the 3 times. So I have a group of people that are helping to complete the remaining applications. Here is the issue. Some of these people helping review have not reviewed any at this point and are jumping in to help. So they are at 0 reviews. Others have been reviewing during the open period and have completed 250 reviews. So at this point auto distribution doesn't work because it will give 250 scholarships to someone before it starts adding more on the person that has already reviewed 250. I want the remaining reviews needed to be distributed equally at this point. So I have tried to do this manually, however the names on each page are different for each reviewer that I try to manually select for and It doesn't show how many times each one has already been reviewed. Is there any way I can distribute the remaining equally among the reviewers?
