Reviews over 5000, HELP!

I need the "Chair" of the scholarship awarding commitee to see all reviews in the grid as the team does a round table and filters to decide on the recipient.

However, the reviews exceed 5000 and therefore the Chair is locked out.

Has anyone come across this, and how did you handle it?

I know that I could put quals in the evaluator group to narrow down, but that means talking to each department to get those (so time consuming). Is there another idea out there?
