Trouble with user authentication

I have written some programs in VB.Net that use SKYLib to access our School database. As the developer, I can run the programs and authenticate (using my school BBUID and Google account).


I now want other people at the school to run the programs from their computers.  I installed the programs, and have run into problems getting those users to authenticate using their own BBUIDs.  Based on my fumbling around, it appears that each user must have an account at developer.blackbaud.com (although they don't seem to need an application of their own).


Creating the account at developer.user.com has worked for three users but has failed for the fourth person I'm working with.  When he tries to sign into my program, the authentication process prompts for the Google account to use, and then shows this screen:

Both the Allow and Deny buttons are disabled.  (That's what the other users saw before they created developer accounts.)


Have you seen this before?  What's the solution?


What are the minimum actions required to allow a user run a program I have written?
