Payments from Third Parties-Why doesn't it pull up available charges?

We have students who receive outside scholarships for their fees. We have set up the Scholarship Foundations as Third Party payers, for a more accurate reflection of who is paying. I have noticed that when I put a third party payer on the account and then subsequently apply a payment, it will not pull up available charges to apply to that payment. Anyone else experiencing this? Seems like I should not have to go into every charge to apply a payment incrementally. Very frustrating.
