Duplicate vendor warning

Has anyone else had this issue? A/P entered a new vendor in NXT--did not enter the TIN right away, and went back to add in. When trying to save the TIN, it warns of a duplicate vendor, which we have disallowed in our system. Here's the kicker--there is no other vendor with that TIN, we have run lots of reports to confirm. And when I try to add the TIN in FE, it shows me the list of duplicate vendors/TINs, and they are all “blank TIN” vendors, but I am trying to save an actual TIN in the vendor. Seems like a glitch?

What is the duplicate vendor criteria set up as in your database? would be in AP, Configuration, Business Rules, Vendors .
