Reconcile Bank Account, but not edit Bank Account Information

I recently discovered that in order for a user to reconcile a bank account, they have to have the box checked for ‘edit bank account information’. That feature allows them the ability to change the bank account number, change the payment numbers, GL accounts associated with payments, etc. I consider those admin rights. Is this new? How have others maintained control over the bank account information?
