PhoneList info returning empty array for GET users extended by role

Hello,

This may be related to recent posts, but in both SKY and ON APIs, I am getting empty phone list arrays for GET users extended by role. This is happening intermittently. There seem to be about 85 students and 72 parents affected. For the majority of students and parents, the information is returned accurately, but for this batch, it is not. Example:
