Legacy Requirements in New Portal

Based on my understanding of the new grantee portal, forms (requirements) must be under a Program. If the Legacy Requirements will be accessible in the new grantee portal when the legacy portal ends in August (we have been informed BB is working on this), will the system automatically link those to a Program? How will this work since there aren't “programs” set up in the Legacy portal? I'm sure you're working on this, but I don't remember this question being asked…
