Does your application require the consenting user to have admin access to a Blackbaud solution?

Hi ya'll.

About wrapped up on my first blackbaud project for a client. Getting to answering the marketplace questions. I'm not clear on what this one is asked:

Does your application require the consenting user to have admin access to a Blackbaud solution?

Am I reading it correctly as “does your client need admin access to their own SIS?” Like access to the client api key/secret?

And then, if that's so, to connect to the app via the blackbaud marketplace, do they actually need to fiddle around with keys and stuff, or can they just get the app?

Sorry, I'm on the dev side so I know nothing about what blackbaud looks like to a customer.
