how to close Purchase order with unreceived line items?

Old purchase orders have unreceived quantities so how can I close the purchase order without getting an error message “All line items must be fully receipted before closing a purchase order.”

you would still make a receipt, but you have actions, like cancel / returned. that shows you didn't get the product / service. post it and then close PO
