/constituents?include_inactive=true - who is missing?

If I run this API query:

/constituents?include_inactive=true

I'm getting ~99% of the constituents in the database. (390341 in my API call vs. 394386 in NXT database view.) Any idea which ones are missing?

Nevermind - include_deceased=true
