403 when trying Payments API for Almabase configurations

Hi I have added Payment API user this morning to get the Merchant ID for integration into Almabase. This user has full API access on Payments API. I created a new Application in SKY and also subscribed to both Standard API's under my subscriptions.

Please help me connect to merchant services Payment Configurations list API so that I can connect and get the merchant ID and provide it to Almabase so that they can use their application to sync data.

Note with that API I am able to use the and get constituents data but doesn't work for Payments API.

Can you confirm that you have a Payments API subscription in addition to the Standard API subscription in your developer account?

If yes, are you getting this error when calling the Payment configuration list endpoint in the SKY Developer console, or a different application?

Yes I have it setup on My Developer Account.

Yes I tried calling the Payment Configuration list Endpoint. (/payments/v1/paymentconfigurations[?include_inactive]).

I get the following error.
