I think I have this figured out for now. I am having issues with Legacy Requirements and Applicant Experience Applications.

Hi Beth,

We have an open Call for Applications twice per year, so the program link lives on our website. I set the cycle to align with our Call for Applications, so if a prospective applicant clicks the link when we're not accepting applications, they can still learn about our Grants Program, but not submit an application.

I also send emails to previous applicants to alert them when the next round of funding is open. In this email, I always include the link to our website (not directly to the grants portal) as I have prepared resources to assist applicants (a worksheet and guide), and our grant guidelines are also available on our website.
