New user access issue

Question

I added a new user for expense management only however they are not able to access the module.  He's only getting a "Blackbaud Verified Network" option.  I suspect he tried to create a user ID and PW in Blackbaud before I sent the invitation but he subsequently accepted.  I thought that would link him to our org. Thoughts on how to give him access?

If you only see 1 instance of this user's email in your users list, then I'd chat with support, give his BBID so they can ensure there isn't something going on in the back end.
