Minimum donation for Online Express?

Words of wisdom appreciated.....I have a new donation form ready to roll out today. Nowhere am I asked to set a minimum threshold for donation amount. Documentation shared by my director shows $1 is the minimum allowed, Yet when the team tests the form, they are getting an error message saying $25 is the minimum allowable gift. I don't understand what's going on Any insight welcome!
