Cumulative grade averages as of specific date?

We would like to pull cumulative grade averages as of a specific date (example March 16). The report "Cumulative Grades - By Section(Manager)" is almost what I need except, I cannot set a cut off date. Any ideas? Moving forward, would it help if I set up maybe four Marking Periods so I could pull grades mid-semester?
