Research lists - enable WealthPoint issue

We created a research list and went to screen the members, but some members show 'enable wealthpoint' and others show 'disable wealthpoint'; how do we enable wealthpoint for all members?  Why are some members enabled seemingly by default, while others are not.  We have checked the knowledgebase, but that wasn't very helpful.  Looking forward to any insight other users can provide.  Thank you!
