Creating and Enrolling Study Halls

We are creating assigned study halls for this first time. Is the best process to create a new "Study Hall" course with the requisite number of sections, then enroll in sections? I a also new to the job so learning it all now....

Yes, what you have proposed is exactly what we do on our end.  Having it as a course would also allow it to be part of the course request process and scheduling tools.
