Size of file for student submissions

Lately when my students turn in their work via Blackbaud, the images are huge. 

I can't even see the whole paper or image in my screen. The only way I can is by clicking on the annotate feature. 

THis has never been an issue before. 

Has a setting been changed?

I have a teacher reporting the same issue - it tends to be .jpeg files, .pdf's render like they should.  She noticed this after the holiday break.  I thought it was a browser/device issue but I am thinking it is now more widespread
