Online Express log in issues

I am trying to log into online express and my site ID is auto populated and I added the primary email address and I keep getting the error that says: error reaching blackbaud payment services, please try again. I have NEVER been able to log in and ALWAYS get this error. I'm trying to set up a donation form with modifications that I can only do in online express.

Yes, I have tried but when I try to chat, it just spins and spins and I never get to anyone!
