Allow a SINGLE event to have 1 person register multiple times, ie. ability to set this at the EVENT level if needed NOT at the business rule leveled

Right now our event registrants settings are based on the Business rule “allow only 1 registration per person per event”…. we have an OCCASIONAL event where we would need to have the person register more than once, so it would be great to be able to set this at the EVENT level as needed and while keeping the business rule of “one only” for all other events.
