bulk creation of efforts

We just went through creating entries for our annual giving campaign.

We have one appeal, but 50 different efforts that pull lists for each of the different departments participating in the campaign. We built them as different efforts, rather than just different segments, because not every department will use the list that we send, and so we want to then be able to activate each effort accurately, and report on each different department's success rates. However, this has been a huge lift, and I am wondering if anyone has found a more efficient way to accomplish these goals?

Which part is a huge lift? Manual cretion of efforts?

yes - exactly. Walking through and creating each effort individually. Not sure if there is way to bulk update it, or not do individual efforts but still get the same reporting results by just using segments?
