Changing primary email address flag when email address is either end-dated or do not email flag is active

How do other organizations using BBCRM manage changing the primary email address flag when the email address flagged as primary has the do not email check box marked as active by the LO<>CRM sync batch process? We are looking for an automated process, if possible, to assign the primary email address flag to another active email address regardless of the email address type. As an educational institution we house many email addresses with different address types. The same email address can be used by both the student and human resources system which completes the process of identifying a new email address programmatically to which the primary email address can be applied.
