Is this a glitch? Generate Master Schedule is scheduling in same block together two unlinked classes.

Any thoughts as to why using Generate Master Schedule would schedule together two unlinked classes in the same block? I've double checked (in Departments & courses) and nothing seems to appear amiss.

Regarding Western Civ.:

Mr. Rosen is assigned as a teacher, however Mr. Hopkins is also listed as teacher and marked Head.
