Is there any way to schedule access to an assessment so it appears in the assignment center (published), but is not active until a specific date\\time?

    Yes - the Assigned Date & Time determine when the assessment can be taken by students. The Publish Date & Time determine when students can see that the assessment exists in their Assignment Center. If you choose an Assigned Date & Time in the future and publish the assessment Now (rather than On Assigned Date), the students will be able to see the assessment immediately but won't be able to begin taking it until the Assigned Date & Time.
