Resource Board table of contents / links between text boxes

Hello all. I'm trying to produce an IT-related content page on the Resource Board. We have fair number of different items on the page, and I was hoping to do a kind of table of contents at the top of the page that would link to different items on the page (to a text box, to a list of links, etc.) Is there any way to create links from one part of the page to another?
