Generating a specific kind of report

Until a particular license we need is approved our organisation is not able to charge visitors. As I am sure anyone whose offered free tickets for events knows…turnout can be a tricky thing to anticipate. We usually make 300 tickets per session available. At busy sessions we can have 190-200 of those ticket holders show up. But at other times we may get 120-130. If the weather is really poor we might only get 90. Unfortunately, since we can't really predict how turn out will be we have to turn families away who show up to our venue without tickets. Making matters worse is that the people we are turning away are by and large from the local community. We want to build relationships with these families while our tickets are free so that they will continue to turn out once we are able to start charging.

So that's my dilemma. I am hoping someone here can help me find a solution. It would be amazing if we could see what percentage of reserved tickets belong to people who consistently reserve tickets but don't use them. That way we can say….we are sold out but 25% of the reserved tickets belong to people who are habitual no-shows so we can make more walk up tickets available.
