Etap data merged with another org's RE

Does anyone have experience with importing/merging data from etapestry to Raiser's Edge? Org 1 has used etapestry for 8+ years, Org 2 uses Raisers Edge. (org 2 is essentially parent company) We need to merge all the data from etapestry to raiser's edge. We also want to be able to sort out the donors from org 1 and 2. We are told we can do this with smart tagging. Purchasing as second instance of RE is out of the question due to cost.

The cost for blackbaud to do the data migration this seems quite pricey. It has been suggested we hire consultant/temp to manually enter the data or export/import. Does anyone have experience with either?

We would have to have this done by August when our etapestry renewal comes due. However, the orgs haven't merged to one EIN, so we are unsure if we can even merge our donors if we are using two EINs. The timeline to be under one EIN is Jan 1 25. This may be a stretch goal in itself. I'm the sole development person for org 1, org 2 does not have a development person. we are looking at time, workload and cost to establish the best path forward.
