User can't add memberships

I have a user that can't add memberships, and I'm not sure what permissions she needs to remedy this. Any suggestions?

@Loren Howell Is the user trying to add them in webview or database view?

It's is a security/rights issue. In db view Admin > Security there is a check box for ‘add’ that is not checked. I don't have membership module but I know sometimes those check boxes are elusive. Start with Records - do they have right to add/edit?

@JoAnn Strommen When you said elusive you weren't kidding, but I think I've found it. In Admin/Security I selected the Alumni Relations group and highlighted Records, clicked on Options, highlighted Memberships, and there were check boxes for View, Add and Edit. Hooray! And thank you for your help.
