What task, specifically, needs enabled in Roles for someone to create new course sections?

I am trying to give someone very specific and limited access to manually create course sections for the 2024-2025 school year. I cloned the Schedule Manager Role, and have enabled Course Sections, View Section Schedule, Course Sections, Set Section Information and Course Sections.

When I impersonate my user, they can now see the ‘Manage classes’ tab; however the courses are not visible or searchable for them to create the sections.

Any ideas for what specific ‘task’ I need to enable to make this happen would be very helpful, or maybe I need to clone a completely different role?
