Report cards hiding text

We are figuring out the report card system, as we end our second year I feel like I'm getting the hang of all the moving pieces involved. However, there are a couple issues that are causing problems and I can't figure out what to do.

We have narrative reports, so we are using the comment section to include those. For each class we have a curriculum overview (there are often changes year to year, so we are adding it this way rather than as a class description, learned that the hard way!), and then some have individual comments for the students as well. These can get lengthy and the problem is at the top and bottom of the page the formatting hides the text. We've gotten around it in grade school by adding section breaks between classes, which just adds a lot of extra space but its ok, but in the early childhood the curriculum overview is several pages and it's really a pain that the top and bottom lines are either completely or half-way cut off. If I include any running page headers or footer information it's even worse. Does anyone know how to correct this?

The other problem I have is general formatting - it's so frustrating trying to get certain text bold or a different size. I am trying to get the headers for the comments to stand out from the general text and cannot figure this out!

I was able to fix this with a report card by single spacing the comments area via Style Form:
