Event Seating Report Permissions/Feature

In a recent service package upgrade (SP 37) a bug was fixed allowing non-admin users using custom authentication to generate Event Seating Reports. I am able to run as those users and generate the report (which shows registrants and their seating assignments). End users are not able to generate the correct report. Instead, what they generate is a “summary” of the sections, row, seats, etc, but nothing that actually pulls in registrant data.

Does anyone know what new “feature” was introduced in SP37? Knowing this would allow me to add to the system role associated with the task.
