Default Landing Page for Parents of Candidates

We have the default start page for Parents set globally (from Core > Users > User Profile Settings > Starting Page) to Resources. Most parents of Candidates also have this set individually, from Settings > Account Settings > Login Settings > Starting page(s) > When logged in as Parent.

When impersonating these parents though, they still land on Admissions Progress. That's not a huge problem, but my understanding is that default start pages are set by persona, and Parent includes Parent of Candidate.

Is this by design, that Parents of Candidates land on Admissions Progress regardless of start page settings? Or is it a bug?
