When adding import to webview import, why not allow delete functionality too?

Are you hoping that import will allow you to delete values in fields (a function I love) or are you looking for something more like "global delete"?

More like global delete. The idea is to allow import to delete the whole record assigned by specifying the id or import id. That would mean that import would have the option to delete, not just "insert/update". Import can currently delete field values if it allows blanks, I think that works fine. Global delete in some cases does too much - for example, I don't want to delete the whole attribute definition or do the whole "update code to "delete me", etc, just to allow it to be deleted. Those extra steps aren't really needed if you know the ids for the records that should be removed.
