How to restrict users from assigning solicitors

Is there a way in Raiser's Edge to (1) restrict user permissions so that they cannot add an assigned solicitor to any records or (2) create a popup alert that will appear if a user tries to assign a solicitor? Or can this be addressed by a security group? Thanks for any ideas

I think this can be done with the security settings: under Records > Options > Constituents > Assigned Canvassers there are options for view/add/edit/delete rights.
