Email Consent -- Assistance Needed

Recently, I built a list of all our constituents, in Raiser's Edge, to email them our monthly newsletter instead of using Constant Contact. I built a list that comprised of 15,000 constituents, but for some reason only 4,400 emails were sent out. I noticed within one of the profiles that the consent section for contact was blank. How can constituents opt-in to receive notifications from us?

@Katha Blackwell If you're US based, I think the missing consent might be a red herring. I would first double check that they all have the email address coded as Primary or that they have whichever Email Type selected that you chose to use instead of the Primary.

@Katha Blackwell What platform did you use for the email?
My understanding is that for NetC or OLX you can specify only 2 email types to pull and then check box to use primary one if indicated by check box on the record. (Not an email type of primary.)

I used the Raiser's Edge platform under the Marketing tab for sending out newsletter emails.
