Waiving TMS Admin Fee?

We are in our first year with EMS/TMS and we're using integrated contracts. We have a family that is receiving full financial aid, so I'm wondering if we can somehow waive the TMS admin fee for them.

I imagine one way might be to use a non-integrated contract, but to avoid having to create more templates (we have a lot as it is), how else might we be able to exempt families like this from paying the fee? Thanks in advance
