Keep Past Student role for past students who become candidates

When a past student applies for admission, they lose the past student role and become a candidate. When this happens, we no longer have the ability to view the students' record in Academics (grades, transcripts, etc.). There is then a convoluted process to follow in order to get the past student role back (super annoying!). Ideally, the constituent should retain the past student role when becoming a candidate, and if not offered admission, they should retain the past student and past candidate roles.
