Constituent API: Discrepancy in next_link in Action entity

Query: https://api.sky.blackbaud.com/constituent/v1/actions?date_added=2022-04-05T00:00:00

There are only 19 records (less than the default 500 records/page). However, a next_link is present.

On hitting the next_link, I get another page with a new next_link but 0 records:

We continue to receive multiple pages with next_links with 0 records as shown above.

NOTE: This has been observed across multiple entities.
