Phone List Problem

When I use GET User Full Sync, I am getting some records that have an empty phone list. If I use GET User Extended, I get the phone list with a Phone Link Type array. I believe this is happening for shared Home Phone numbers but not all of them. I unshared a number, then pulled the phone list down corrected for a specific user with GET User Full Sync. Anyone know if there is a rhyme or reason to this?
