Confused about "filing state" on 1099 Wizard

Hello all, I was test driving the 1099 Processing Wizard, and I noticed a box called “Filing State.” It looks like the Wizard fills in this box for you, based on the recipient's address. That is, if the recipient's address is in MA, then the “Filing State” box will default to MA. Should I just leave it the way it is defaulting? I am unclear if the filing state should be the state our organization is located in, or the state the recipient is located in.
