Why can't school staff change the previous months billing?

I often times receive adjustments after month end and can't change them, especially for a student that withdraws and changes need to be made.

I have done that but it takes about 45 minutes to have it completed when it would take me 5 minutes if I had the ability to do it myself. I am looking to be able to do this myself rather than get TM staff involved. It was so much easier using Student Billing than TM.
