Recommendation forms and Ratings

I am getting really confused setting up the ratings for my recommendation forms.  The total score is throwing me and I am not sure how the number gets so large.  Is the total score linked to the weighted section of the characteristics to rate?  Does anyone have tips on how they set up ratings and the weighted part.  Why is each characteristic weighted, then the rating scale is numeric?  Any tips would be helpful
