Constituent API call does not fetch all records

Trying to fetch all the records in the constituent API Call. but not getting all, Anyone gives a idea or suggestion on how to handle this one.

  Was this ever resolved? I am trying to audit why I am getting records from Address List (all constituents) that do not exist when executing Constituent List API. But if I execute Constituent (single constituent) , data returns. Is this related to the fact the record does not have a date_modified?
