JE balance by Project ID?

The setup is done when the Fund is first setup and before locking balances. It's not easy to change it after the fact. You can update it, but the change is retroactive and updates all historical data in that field. So by requiring projects, or requiring to balance, it's going to change all your history when executing it. Before attempting that, I would discuss this internally, plus look into getting a data service that would allow blackbaud to unlock all your posted activity so you could then go back and edit changes if needed. But if not making this change at all, I would just attempt to enforce it as workflow procedure internally with your users.
