Application Fee Payment Error - International Family

We have an international family that will be relocating to the US later this spring and we are walking them through the application process.

Today they tried to pay their application fee with a internationally issue credit card and received the error message "Please check the billing address or try another payment method".

Does Enrollment Management generate an error code for credit cards that are not domestic or addresses that use a foreign address. Is there another option for international families relocating to the States.
