Adding New Accounts - Segments Missing

I'm trying to add a new account - and it won't let me due to not having all the Segments - however there is no option for segments. I decided to go into Database view - and the sement areas are GREYed out - so I can't fill - therefore it won't let me add. HELP!!!

    Did you make sure that each of the value you trying to add to the segment is valid active values?

    if so, check your permission, unless you are the admin, check with the FE admin if you have sufficient permission to do what you trying to do.

    @Alex Wong - Yes - I am the admin - I have full permissions. And the SEGMENT area is not even an option…on webview it's not there at all - in database view it's grey'ed out.
