Suppressions from Fundraising Preference Service

Good afternoon,

Can anyone please share their process for ensuring that individuals who have opted out of communications via the Fundraising Preference Service, do not receive communications without being added to Raiser's Edge if they are not already on it? Or are they added to your database and suppressed?
