Trouble with Assignments

Can anyone point me in the right direction with new assignment center settings? A teacher who has been using Blackbaud for years and is pretty tech-savvy is asking me for help with assignment issues. I'm not teaching much this year, so I'm not sure what's going on.

She writes:

This year, it is making me enter a time an assignment is due before it gets published, which I never had to do in the past. For example, I have an assignment I put due tonight at 11:59 PM, but it is showing up as overdue at 9:57 AM for the students. 

Unsure if it's related, but I'm also having trouble finding assignments I have published.

    I just created an assignment in my fake class - due today at 11:55pm. It's listed as due (but not overdue) today for my fake student.

    Screenshots of the assignment's dates and times might b helpful.

    There is a system-wide default time for assignments to be due. Academics > Grades > Grading setup > Assignment settings. In the box named Faculty defaults. What is the default times for Assigned and Due?
